will be seen in Sections 49 to 53 of the Chandu Revenue Ordinance 1909
of Straits Settlements.
Section 63 gives a right to the Superintendent to investigate
the business of the Opium Farmer upon the coming into operation of the
Ordinance.
Section 4 gives the right to the Superintendent to purch-se
from the Opium Farmer at market rates such opium or implemente as the
Superintendent way want.
Section 60 provides somewhat elaborate machinery for aibitra-
-tion in the event of any difference arising between the Superintendent
and the Opium Farmer as to the value of the opium or implemente pur-
-chased by the "uperintendent from the Opium Farmer.
Section 56 gives the Governor power to appoint a Superintend-
-ent imediately after the passing of the Ordinance for the purpose of carrying out the organization of his staff and the preliminary arrange- -ments for taking over the opium business directly the law comes into
operation.
Section 67 safeguards the position for a short period after the Ordinance comes inte operation of persons who have purchased Prepared Opium or Dross Opium from the axisting Opium Farmer.
12. There are five forms in the Schedule to the Ordinance.
The first form is the permit to land kaw Opium frm a
steamer to e Warehouse under Section 9.
The second form is the permit to move Raw Opium from one ship to another ship for expert or from a Werehouse to a ship for export under Sections 9 or 10.
The third form is for removal from one place to another
in the Colony under Section 12.
The fourth form is the weworm.dum of particulars of the Raw Opium, to be furnisued by the Superintendent to the Master of every ship carrying Rew Opium for export under Section 11; and
The fifth form is the certificate giving the particular. of the Raw Opium contained in a Warehouse to be furnished to the Superintendent by the licensee of a licensed warehouse under Section
16.
